JCARA provides support to local, state and federal agencies by providing trained communications personnel through the ARRL’s Amateur Radio Emergency Service organization.
Members who wish to participate in ARES and Emergency Communications in Washington County, TN must be ARES members. Operators may register for ARES online at TN ARES Online Registration
NOTE: The old paper ARES membership cards will soon be phased out in Washington County TN. We are working on a program to issue photo ID to ARES members. The old paper cards are unsecure and prone to misuse by non members. Served agencies require photo ID for access to incident areas, Incident Command Posts, EOC’s and other areas under their control. More information will follow as the photo ID program progresses.
ARES and EMCOMM in Washington County is being reorganized after a long period of inactivity. ARES participation has to evolve to the needs of Emergency Management and local government during times of emergencies and crisis.
The Department of Homeland Security (DHS) now requires all volunteers, including amateur radio operators, to have completed the Federal Emergency Management Agency (FEMA) IS-100.b, IS-200.b, IS-700.a and IS-800.b course material. For non-governmental employees and others without access to classroom instruction, these courses are available as on-line independent-study courses that are free of charge at the links above.
Continuing education in emergency operations will be conducted throughout the year. These programs will be sponsored by JCARA along with State and Local Emergency Management.

The JCARA communications trailer has the ability to be placed in service at the request of proper authority to provide emergency communications in a support role. Reorganizing the communications trailer is a JCARA priority in the coming year. Permanent mounted equipment and operator positions for VHF,UHF,HF and HF Digital are planned.
The communications trailer when completed will be ready for deployment at all times.
